On the Appointment of the IAPDE Official Representative in the Dominican Republic

On August 27, 2026, by the Order of Mr. Artur Khachatryan, President of the International Association of Public Diplomacy Experts (IAPDE), Ambassador Extraordinary and Plenipotentiary, international expert Mr. Luis González was appointed Official Representative of the Association in the Dominican Republic.

This decision was made within the framework of the IAPDE comprehensive strategy aimed at the systematic expansion of its institutional presence and the intensification of expert and analytical cooperation in the Latin America and Caribbean region.

Mr. Luis González possesses long-standing experience within the diplomatic service of the Dominican Republic. From 2016 to 2020, he served as Ambassador Extraordinary and Plenipotentiary and Director of the Department of Relations with Asia and Oceania of the Ministry of Foreign Affairs of the Dominican Republic (MIREX). In the Latin American academic and expert community, Mr. González is also widely recognized as a leading political analyst, sinologist, and founder of the Center for International Analysis and Research (CAYEI).

As the Head of the Representation, Mr. González will provide general leadership for the Association's activities in the republic. His key responsibilities will include coordinating engagement with public authorities, relevant agencies, research circles, and civil society institutions to ensure the effective implementation of joint humanitarian, cultural, and educational programs.

The leadership of the Association expresses confidence that Mr. González’s high professionalism, profound academic knowledge, and extensive diplomatic experience will contribute to the qualitative development of multilateral expert dialogue and the strengthening of public diplomacy positions in the region.
